Organized by United States Figure Skating Theatrical Skating Committee. International events with a recreational and/or show type character are defined as per ISU Constitution, Art. 17.1.x):
"At the request of ISU Members, and as per Article 3, paragraph 1, evaluating activities connected to Figure Skating or Speed Skating and carried out by Members to develop the popularity and visibility of ISU Sports and increase the number of their participants, and, if appropriate, providing a frame for international coordination. The above-mentioned activities can in no way be in conflict with the already existing ISU Disciplines, i.e. Single & Pair Skating, Ice Dance, Synchronized Skating, Speed Skating and Short Track Speed Skating as stated in the ISU Statutes."
and ISU Communication No. 1913, point 7:
In light of the above-mentioned new constitutional provision, the Council agreed that international ice skating activities of a recreational and/or show type character such as ballet on ice, theater on ice, TV celebrity skating programs or similar with international participation and any kind of a competition format, fall under Art. 2, paragraph 1 of the ISU Constitution. Consequently, these international ice skating activities belong to the area of exclusive jurisdiction of the ISU.
The Council therefore clarifies that the above-mentioned international recreational and/or show type activity is acceptable to be conducted by ISU Members provided that the recreational and/or show type character is clearly predominant and that the activity is in no way in conflict with the already existing ISU disciplines, i.e. Single & Pair Skating, Ice Dance, Synchronized Skating, Speed Skating and Short Track Speed Skating. If such recreational and/or show type activity is performed with the participation of Skaters and/or Officials of at least 2 Members, the respective organizing ISU Member shall submit the corresponding Announcement to the ISU for approval latest 3 months before the planned International Competition.
Considering the above-mentioned Council determination, ISU Communication No. 1416 (TV Celebrity Figure Skating Program), ISU Communication No. 1826, point 6 and ISU Communication No. 1842, point 3 (Theater/Ballet on ice) are therefore not applicable anymore. The Council feels bound to initiate action against any ISU Member and the persons representing such Member not respecting the above-mentioned jurisdiction.
