Tatsuro Matsumura is an ISU Council member since 2018 (elected the Seville Congress) and re-elected at the Phuket Congress in 2022 (elected until 2026). Tatsuro Matsumura is a strong believer in implementing various ideas while implementing many reforms to increase the popularity and value of ISU sports.

Tatsuro start serving the ISU as a member of the ISU Development Commission from 2016 and also became a member of the Japan Olympic Committee (JOC) International Committee member from 2018.

He skated internationally in Ice Dance until 1992

- 1988-1991 Japan National Championships 2nd
- 1989 NHK Trophy 8th
- 1990 Golden Spin 3rd
- 1990 Skate Prague 4th

Tatsuro became a Coach from 1992 and also became a JOC Ice Dance Coach from 1996 and brought his Skaters up to the 1998 Nagano Olympic team from scratch. He was recruited to the Japan Skating Federation (JSF) office after the Olympics and has been in charge of the international division within the JSF and has successfully organized the NHK Trophy and many ISU Championships, drastically improving the revenue with many new and unique ideas that were essential for the success of the competitions.

Tatsuro also served on the Olympic team and at ISU Championships and Grand Prix events, helping the team win many medals.

Tatsuro received a BA in location economics from Aoyama Gakuin University

Now he works as an advisor for several companies and also manages apartment business.
