Alexander Kibalko was elected as a Speed Skating member of the Council in June 2022. Alexander is deeply involved in the process of organizing competitions, has knowledge of the rules and the ability to systematize documentation and information.

This is Alexander’s first 4-year term serving on the ISU Council. Before that from 2016 to 2022, he served as Chair of the Speed Skating Technical Committee and from 2010 to 2016 as a regular member of the same Committee. Prior to that, from 2006 to 2010 he was Coach, Team Leader and General Secretary of the Russian Skating Union.

During his professional career as a Speed Skater, Alexander achieved several podium places at different levels of ISU Championships, winning World Cup title in the 1500m in 2001, participating in three Olympic Winter Games (1998, 2002, 2006) as an athlete, and also as a Speed Skating Team Leader in 2010 and as an organizer for Sochi 2014. He served as a sport expert for the 2014 and 2018 Olympic Winter Games, and later served as a Technical Delegate for the Beijing 2022 Games. He has served as an organizer and moderator of several national and international Seminars for Speed Skating Officials. In addition to his Speed Skating and organizer background, Alexander owns a Speed Skating shop, and this allows him to understand the real needs for athletes’ and coaches’ equipment and uniforms.

In 2003, Alexander graduated from the Moscow Academy of Sports and received the specialty: Coach and Specialist in sports. In 2016 he completed the program: “Management of international communications in sports” at the Moscow School of Business and International Competencies and in 2021 completed a Professional training program "World Sport: legal regulation, positioning, communication” at the Moscow State Institute of International Relations (University).

He lives together with his wife Tamara Kibalko and their 5 kids, 3 daughters and 2 sons, in the small historical town of Suzdal, Russia.
