Every season the ISU invites its Members to send applications to host events as part of the Challenger Series (see ISU Communication 2227). For the season 2019/20 two applications from Asia were received, Taipei and Hong Kong, to host an event as part of the Series. During its meeting last March, the ISU Council decided to include the event proposed by the Chinese Taipei Skating Union to be held in Taipei City mostly due to more suitable dates (See ISU Communication 2234).

However at the end of May, the ISU received indications from several ISU Asian Member Federations including the Chinese Taipei Skating Union that it would be preferable to host this event in another Asian country.

The ISU invited the interested Asian Members to consult each other and agree upon the most suitable host city. As a result and with the specific agreement of the Chinese Taipei Skating Union, it was finally decided that this Challenger Series event would be hosted by the Hong Kong Skating Union Limited to be held in Dongguan City / CHN on Oct. 30-Nov 3, 2019.

The Challenger Series gives the opportunity to many Skaters who have not been invited to participate in the ISU Grand Prix of Figure Skating Series, to compete at the international Senior level, earn World standing points, prepare to qualify and potentially compete in ISU Championships. A Challenger Series event was held for the first time in 2018/19 in an Asian country and the ISU aims to continue to provide the same opportunities to Skaters in Asia by including at least one Challenger Series event per season in the region.
