Congress Seville

The 57th Ordinary ISU Congress continued on June 5, 2018. The morning consisted of the full ISU Congress who voted on Proposals 22 to 86 and relevant Urgent Matters relating to the ISU Constitution and General Regulations.

Proposals 23, 25, 36, 37, 40, 42, 43, 52 (with the recommendation to create a working group regarding this Proposal) 56, 58, 59, 60, 61, 63, 65, 81, 84, 86 were withdrawn,

Proposal 22 was rejected while the following Proposals were accepted: 24, Urgent Proposal 2, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 38, 39, 41, 44, 45, 46, 47, Urgent Matter No. 3, 53, 54, 55, 57, 62, 64, 66, 67, 68, 69, 71, 75, 78, 80, 82, 83, 85 (with amendments). Urgent Proposal No. 4 was accepted with amendments and finally the Congress accepted a resolution based on Proposal 79 to create a working group to reviewed the Figure Skating Championships format.

The split Sessions for the Figure Skating and Speed Skating Branches started in the afternoon with the Vice President Speed Skating and Vice President Figure Skating biennial reports on the activities in their respective Branches of the past two years.

During the split sessions Delegates can only vote on the Special Rules and Technical Regulations with a 2/3 majority required.

Speed Skating Branch Session

The morning plenary session referred a number of Proposals to the Speed Skating Branch session in order to be discussed and report back to the full Congress with their recommendations. The referred Proposals are 48, 49, 50, 51, 70, 72, 73,74, 76, 77

Proposals 48 and 49 were discussed at length with a general agreement that Speed Skating Branch would be in favor of Proposal 48, however Proposal 49 remains pending in order to allow the Members to make further amendments to the Proposal.

Figure Skating Branch Session

During the Figure Skating Branch Session, Delegates debated a number of Special Regulations Single & Pair Skating and Ice Dance Proposals.

The following were accepted: 189, 190, 192, 195, 198, 200, 202. Three were rejected (191, 194, 197) and four Proposals were withdrawn; 193, 199, 201, 203. Proposal 196 remains pending.
