WHAT SHOULD I DO IF I OR SOMEONE ELSE IS IN IMMEDIATE DANGER?

In the case of immediate danger, please contact the local emergency services, such as the police or ambulance.

WHAT CAN I REPORT?

You can report violations or suspected violations of

ISU Code of Ethics

ISU Athlete Safeguarding Policy

ISU Anti-Doping Regulations (any Anti-Doping concerns can also be reported on the REVEAL platform)

ISU Constitution

Other ISU Rules, Regulations, Policies, and Procedures

Examples are safeguarding incidents, harassment or abuse (in person or online), competition manipulation, doping, betting, fraud or corruption, conflicts of interest, retaliation, etc.

WHAT SHOULD I NOT REPORT HERE?

Field of play decisions and appeals should not be reported here. They should be submitted during the competition and within the stated deadlines, as per the Sports Rules for the respective discipline.

National level matters should generally be referred to your national ISU Member, National Olympic Committee, government Sports Ministry or other sports resolution body.

WHAT KIND OF THINGS ARE NOT USUALLY DEALT WITH BY THE ISU?

Unless there are serious governance concerns, matters not generally within ISU jurisdiction include:

Team selection procedures and decisions
National competitions, national certification / accreditation
National level conflict of interest issues
Matters that fall under the National Olympic Committee or government Sports Ministry
National level funding, decisions on national scholarships or other national funding/support,

These kinds of matters should generally be referred to your national ISU Member, National Olympic Committee, government Sports Ministry or other sports resolution body.

WHAT IF I AM WORRIED THAT MY ISU MEMBER WILL NOT DEAL PROPERLY WITH MY REPORT?

If you have concerns that a report to your ISU Member will not be treated properly or will put you in danger in any way, you can make a report to the Skating Integrity Reporting Platform.

WHAT WILL HAPPEN AFTER I SEND MY REPORT?

You will receive an automated confirmation of receipt.

A member of the Integrity Unit team will read your report and write to you again within 5 working days. We might ask you for additional information.

Your report will then be reviewed by an Integrity Unit case management team to decide what steps to take next. Next steps might include an internal investigation or an investigation by a trusted external company with expertise in investigations. We will inform you of our planned next steps.

While confidentiality may limit the details we can share, we will keep you informed on a regular basis throughout the investigation process. Please check your email or your Secure Mailbox regularly to receive the updates.

If your report does not fall within the ISU’s jurisdiction, we will inform you of this and advise who you should contact instead.

WHAT IF I PREFER TO TALK TO SOMEONE RATHER THAN WRITE DOWN MY REPORT?

In the reporting platform, you can make your report and ask for someone to contact you. You can also record a voice message. Alternatively, you can write to skatingintegrityunit@isu.org and ask for someone to contact you to arrange a call.

WILL MY REPORT BE CONFIDENTIAL?

Yes, your report will be treated confidentially by the Skating Integrity Unit team. We will only share information with the minimum necessary number of people to review and investigate your report and to offer you support if you request it.

Please note the following sections of the ISU Code of Ethics:

7.4 Confidential Information may be disclosed to appropriate persons or authorities only:

- within the framework of disciplinary proceedings before the ISU Disciplinary Commission, initiated in accordance with Article 25 of the ISU Constitution; or

- if failure to disclose such information may allow the harassment and abuse to continue, resulting in additional harm to the victim, in particular, athletes; or

- if such Confidential Information relates to a potential criminal act.

This means that we will only disclose information to the people who need to know about it for a case sent to the Disciplinary Commission; or to protect someone from being harmed; or if we have to report it to the police.

7.5 Notwithstanding paragraphs 7.3 and 7.4 above, decisions of the ISU Disciplinary Commission, including Confidential Information, shall be published according to Article 28, paragraph 2 of the ISU Constitution. However, when publishing the decision of the Disciplinary Commission, the ISU shall not include any personal information of the victim without first obtaining the victim’s consent and, to the extent possible, keep confidential personal information of the reporter or other witnesses in certain cases where prevailing privacy interests so require.

This means that even though we have to publish decisions of the Disciplinary Commission on the ISU website, we will not include the victim’s personal information unless the victim agrees. When possible, we will also keep the personal information of the reporter and any witnesses private in cases where privacy is important.

WHAT MIGHT BE THE OUTCOMES AT THE END OF THE PROCESS?

Once the investigation has been completed the Case Management Team will decide on next steps. These might include:

A conclusion that no violation of the Code of Ethics or any other ISU Regulations has taken place and that the case shall be closed
A recommendation for a mediation process
A Statement of Complaint to the ISU Disciplinary Commission, followed by a decision of the Disciplinary Commission, which may include a sanction or the dismissal of the case
Another action by the Integrity Unit

REPORTING DOPING CONCERNS - REVEAL

To report incidents or suspicions of doping, you can connect to REVEAL, a platform managed by the International Testing Agency (ITA) in cooperation with the ISU, which allows the reporting of anything suspicious that has been seen, heard or experienced concerning doping, in a completely anonymous and secure way.
